Meeting Minutes

December 1, 2016


The North Adams Public Arts Commission held a public meeting on December 1, 2016 at City Hall’s law library, 10 Main Street, North Adams.

Members Present: Erica Manville, Chairperson

William C. Blackmer, Jr.
Gail Kolis Sellers


Absent: Julia Dixon, Vice Chairperson

CALL TO ORDER

Chairperson Manville called the meeting to order at 4:11p.m.


APPROVAL OF THE MINUTES

Blackmer moved to accept the Public Arts Commission minutes from its October 27, 2016 public meeting. Sellers seconded. All voted in favor. None opposed.


ORDINANCE AMENDMENT REVIEW AND NOTES FROM THE GENERAL GOVERNMENT COMMITTEE MEETING

Manville and Blackmer briefed the commission regarding the General Government committee meeting held on Tuesday, November 15, at which the discussion of ordinance revisions was continued. John DeRosa, the city solicitor, recommended the following: 1. Leaving the language about the permanent character” of art as is; 2. removing the extra member from the breakdown of the commission’s membership; 3. Creating a “Friends of…” organization (comprised of new membership) to manage funds raised for public art. City Councilor Moulton recommended not adding the final two amended paragraphs of the ordinance related to monies.

The City Councilors present agreed that further research related to the ordinance amendments would be beneficial, and decided to reconvene on December 6, 2016, to continue the discussion.

Public attendee, Archer, recommended coordinating grant seeking efforts across city government, citing his own experience as an artist in Lake Oswego, Oregon.


REVIEW OF WEBSITE DESIGN BY KATRINA STAAF

Due to Staaf’s unanticipated absence, Sellers moved to table this item until the following meeting. Blackmer seconded. All voted in favor. None opposed.

Manville reminded commissioners to send bios and photos for the website to Staaf as soon as possible.


PUBLIC ATTENDEES CONCERNS

No public attendee concerns were presented.


MEMBER CONCERNS/FUTURE AGENDA ITEMS

Manville reiterated the importance of sticking to the agenda at future meetings. If a member of the public brings in a major concern, one that might be of significant interest to other members of the city government or public, it would be best for the committee to refrain from discussion and include the concern as an agenda item for a future meeting.

Future agenda items may include an update on the website by Staaf, a discussion of the new commission logo, and the development of protocol beyond open meeting laws to cover topics such as attendance, donations, etc.

NEXT MEETING

The next meeting of the Public Arts Commission will be held at 4p.m. on Thursday, January 12, 2017, in the Law Library.
